BELGRADE, Serbia - Radovan Karadzic grew a long, white beard to conceal his identity and even managed to openly practice alternative medicine while in hiding, officials said Tuesday in revealing details of the war crimes fugitive's capture after a decade on the run.

Karadzic, the wartime leader of Bosnian Serbs, was arrested Monday night in a Belgrade suburb, officials said. A judge has ordered his transfer to the U.N. war crimes tribunal in The Hague, Netherlands, to face genocide charges, war crimes prosecutor Vladimir Vukcevic said.

Karadzic — a psychiatrist accused of masterminding the deadly wartime siege of Sarajevo and the executions of up to 8,000 Muslims in Srebrenica during Bosnia's 1992-95 war, Europe's worst massacre since World War II — had topped the tribunal's most-wanted list for years.

Governments worldwide hailed the arrest of the man described by the tribunal as the mastermind of "scenes from hell, written on the darkest pages of human history."

German Chancellor Angela Merkel called it a "historic moment."

"The victims need to know: Massive human rights violations do not go unpunished," she said in Berlin.

European Union foreign ministers meeting in Brussels said the arrest sets Serbia firmly on the path toward EU membership.

"We have waited for this for 13 years. Finally. Finally," said French Foreign Minister Bernard Kouchner said in Brussels. "This is a very good thing for the rapprochement of Serbia with the European Union."

In Sarajevo, Bosnian Muslims rushed into the streets Monday night to celebrate the news of Karadzic's arrest.

"This is a very important day for the victims who have waited for this arrest for over a decade," said the tribunal's head prosecutor, Serge Brammertz. "It clearly demonstrates that nobody is beyond the reach of the law and that sooner or later all fugitives will be brought to justice."

Under the U.N. indictment, Karadzic faces 11 counts of genocide, war crimes, crimes against humanity and other atrocities committed between 1992 to 1996.

Sender of Internet Threats Expected to Plead Guilty

Man accused of writing hateful letters expected to plead guilty

CLEVELAND - A man accused of writing racially hateful letters to blacks, including U.S. Supreme Court Justice Clarence Thomas, is expected to plead guilty in federal court Thursday.

David Tuason, 46, of the Cleveland suburb of Pepper Pike, is accused of writing threatening letters over two decades, often targeting black men seen with white women.

Acting U.S. Attorney Bill Edwards and Donna Grill, an assistant public defender representing Tuason, say they expect him to enter a plea agreement admitting to charges of transmitting threatening interstate communications and mailing threatening communications.

Authorities say FBI agents found Tuason a few months ago when he started sending messages via e-mail instead of U.S. mail.

The letters dated back to the late 1980s, seemed to stop in the early 1990s, but started again later that decade.

Letters and e-mails described in the charges contain threats of violence based on racial hatred. New York Yankees shortstop Derek Jeter, Miami Dolphins defensive lineman Jason Taylor and actor Taye Diggs were among those believed to have been targets.

According to the April 9 indictment, Tuason sent a letter to the Supreme Court on July 25, 2003, addressed to an associate justice of the court referred to as "CT." The indictment only used the initials of victims.

    Fire Destroys Tenn. Mosque; Arson Eyed

    COLUMBIA, Tenn. (AP) — A mosque was destroyed Saturday by a fire that federal investigators say appears to have been caused by arson. No one was injured.

    Investigators found drawings of swastikas and other graffiti at the Islamic Center of Columbia, said Special Agent Eric Kehn of the Bureau of Alcohol, Tobacco, Firearms and Explosives.

    Daoud Abudiab, president of the center, said authorities told him the fire probably started around 5 a.m. The graffiti included the words "white power" and "we run the world," Abudiab said.

    "We have not had any trouble," he said. "This is the first incident."

    Ten to 15 people regularly worshipped at the mosque, which opened in 2000. Abudiab said they plan to look for another place to worship in Columbia, about 50 miles south of Nashville.

    "This has been home for us — Middle Tennessee and Columbia — since 1998, and people have been supportive and friendly and welcoming," he said. "Obviously, we are concerned, but it hasn't really sunk in yet."

    National Briefing South: Florida: Mosque Arson Investigated

    A fire at a Tampa mosque and educational center was arson and is being investigated to determine if it was a hate crime, the authorities said. The fire began Thursday morning, when someone poured gasoline outside of a building adjacent to the Islamic Education Center of Tampa, the authorities said. Fire crews controlled the blaze at the empty building within 20 minutes. The Federal Bureau of Investigation, which investigates arsons at houses of worship, is involved in the investigation. Investigators found a plastic gasoline can at the scene and were ''assessing the situation and looking at the evidence,'' Special Agent Dave Couvertier said.

    Within 36 hours of the 9/11 bombings, attacks began on persons and mosques which were totally unrelated to the attacks:

    Six bullets shattered windows of a mosque in Irving, TX. $3,000 in damage was caused.

    A bag filled with blood and labeled 'Pig's blood' was thrown at the door of a mosque in San Francisco, CA.

    Four bricks were thrown through the windows of a Muslim bookstore in Alexandria, VA. Also in Virginia, two mosques reported vandalism.

    In Canada, the front doors at mosques in St. Catherines, ON and Montreal, PQ were fire-bombed, with minimal damage.

    The British Broadcasting Commission (BBC) reported that there had been many death threats and assaults against Muslims.

    Continuing harassment and attacks:

    By 2001-SEP-25, three weeks after the attack, there have been many assaults on Muslims in the U.S. In addition, Sikhs are being targeted because some are being mistaken for Muslims. Hispanic-Americans have been harassed, presumably because of their skin color. One Egyptian Copt was murdered. Even members of the Baha'i Faith have been harassed. It is ironic that Baha'is are themselves viciously persecuted in Iran, and Copts are oppressed in Egypt.

    Some examples are:

    On the afternoon of Saturday, 2001-SEP-15, a gunman killed the 49 year old owner of a gas station in Mesa, AZ. He was a Sikh. His family believes that he was killed because he "looked Middle Eastern." Additional shots were fired at a Lebanese clerk and at the home of an Afghan family.

    On the evening of Saturday, 2001-SEP-15, a gunman killed a Pakistani Muslim store owner in Dallas, TX.

    Adel Karas, 48, an Egyptian-American grocer was shot and killed near his International Market store in San Gabriel, CA. He was a Copt -- neither Muslim nor Arab. No money was taken. Police are investigating the murder as a possible hate crime.

    A man drove his car through the front entrance of Parma Mosque in Cleveland OH.

    Also on Saturday, a Christian of Egyptian origin was shot dead in California.

    Near Chicago, IL, there was a march in which about 300 anti-Arab youths waved flags, shouted "USA, USA," and attempted to march on a mosque in Bridgeview, IL -- a suburb southwest of Chicago. Colin Zaremba, 19, said: "I'm proud to be American and I hate Arabs and I always have." Three demonstrators were arrested.

    In Chicago, a Molotov cocktail was thrown t an Arab-American community center. There were no injuries and little damage.

    In Huntington, NY, Adam Lang, reportedly a drunken driver, 75, allegedly tried to kill a Pakistani woman with his car. He later followed the woman into a store and threatened to kill her for "destroying my country."

    In Gary, IN, a man wearing a mask pumped over 20 bullets from a high-powered assault rifle at a Muslim, Hassan Awdah. He survived. Hassan is a U.S. citizen, born in Yemen.

    In Lynnwood, WA, a mosque was vandalized.

    In Suffolk County, NY, a man allegedly made anti-Arab threats and pointed a handgun at the employee of a gas station. He was arrested.

    In a prison in Washington state, two inmates fought over an anti-Muslim slur.
    a gasoline bomb was thrown into the home of a Sikh family in California.

    Two mosques were firebombed with Molotov cocktails during the weekend of OCT-20-21. They are located in Burlington and Mississauga, near Toronto ON Canada. Kendrich House, 35, from Oakville ON has allegedly been charged.

    Muslims elsewhere in the English speaking world were also targeted:

    A 15 year old boy in Ottawa, Canada was attacked by a gang and badly injured.

    The Samaj Hindu temple in Hamilton, ON, Canada was firebombed by an arsonist, causing $600,000 in damages. Police speculate that the perpetrator mistook the temple for a mosque.

    Firebomb attacks on Canadian mosques causing minimal damage have occurred in Montreal, Quebec, St. Catherines, ON and Oshawa, ON.

    In Australia, a school bus containing Muslim children was stoned.

    Vandals tried set fire to a Lebanese Christian church, also in Australia.

    Five days after the attack, the number of anti-Muslim incidents reported to the Council on American-Islamic Relations (CAIR) reached 210. 8 By SEP-20, 9 days after the attack, Nihad Awad, executive director of the CAIR said: "...The bigoted acts of a small minority are creating an atmosphere of apprehension and fear." Their total of documented first-hand reports of intolerant acts reached 500. The more serious incidences are being investigated by the police as hate crimes.

    Countless angry looks, obscene gestures, hate messages in Internet chat rooms and elsewhere on the Internet, bomb and other threats via telephone have targeted Muslim and Arab-Americans.

    "These shameful acts against men, women and children targeted because of their religious beliefs, ethnicity or national origin violate basic principles of human rights and justice. Misguided violence at the hands of a few dishonors the nation's legitimate anger and shock over the immense loss of life and destruction from the September 11 attacks in the United States. Since Sept. 11, monitoring groups around the country have received several hundred complaints alleging crimes apparently motivated by bias and hate." Human Rights Watch, news release, 2001-SEP-24

    Hate-crime charge triggers wave of Internet anti-Semitism

    The case of a Regina man charged with promoting hatred on the Internet has sparked an online wave of anti-Semitic comments.

    On Wednesday morning, a long-time contributor to the white supremacist website stormfront.org issued an alert saying Terrence Tremaine - known online as mathdoktor99 and JCMateri - was being arrested and charged for his Internet postings.

    The contributor later added he had been in contact with Tremaine, who had been "held for five hours in a cold cell at the police station." "He's been charged under Section 319 of the Criminal Code, Canada's notorious hate law," the post reads. "He's been completely gagged. His bail conditions state that he cannot own a computer or access the Internet. Yes, our sordid corrupt justice system becomes more corrupt each day. It's like when they took away Ernst Zundel's pencils." Zundel is a notorious Holocaust denier who has previously been jailed under Canada's hate laws.

    Tremaine, a former lecturer at the University of Saskatchewan, stands charged with willful promotion of hatred for allegedly posting hateful messages on an Internet website between Feb. 1, 2004, and Nov. 1, 2007.

    Early in 2007, a Human Rights Tribunal found Tremaine in violation of the Canadian Human Rights Act for his postings to a white supremacist website. The tribunal ordered Tremaine to stop disseminating such messages and pay a $4,000 fine.

    On stormfront.org, news of Tremaine's charge drew posts from contributors purporting to be from locations around Canada, the United States and Britain, as well as in locations described as "Blue-eyed Blondia" and "Soviet Canuckistan." "If there were no Jews or non-whites in Canada, this would not happen. When is the real problem going to be solved?" posted one contributor, whose location appeared as Lower Mainland, B.C.

    Police arrest Tracy boy, 14, on hate crime charges

    TRACY - A detective arrested a 14-year-old boy Friday on hate crime charges after the boy threatened to burn a cross in the front yard of a former friend and kill his family in a series of 11 racially charged phone calls, Tracy police said.

    The boy, a West High School student whose name was not released because he is a minor, admitted to police that he made the phone calls out of anger toward a 15-year-old black classmate who stopped hanging out with him, Detective Nate Cogburn said.

    The 15-year-old boy's family considered the suspect a troublemaker and kept their son from associating with him, Cogburn said.

    The suspect used a feature on his phone to block his number. Cogburn obtained a search warrant for the telephone provider, which revealed the number from which the threatening calls were made.

    The suspect will be charged as a juvenile, Cogburn said. The boy faces a charge of committing a crime to interfere with someone's exercise of civil rights.

    Officials spell out 100-plus charges in weapons, hate crime case

    NEW YORK - Standing behind a table filled with rifles, handguns and homemade pipe bombs, authorities spelled out an array of charges against a 37-year-old man who they said was responsible for a wave of alleged hate crimes targeting synagogues and Jewish residents in his elegant Brooklyn Heights neighborhood. They said Ivaylo Ivanov is accused of spray-painting swastikas and spreading fliers reading "Kill All Jews" and "US hates you," in at least 23 locations _ buildings, sidewalks and cars _ in a flurry of activity last September. He was already a suspect in those incidents when he called police on Jan. 20 to report a gunshot wound to his finger, and allowed responding officers into his apartment where they found the cache of weapons, said Inspector Michael Osgood, commander of the department's Hate Crimes Task Force.

    At a news conference on Sunday, Brooklyn District Attorney Charles J. Hynes said Ivanov had been indicted on more than 100 counts of criminal mischief as hate crimes and illegal possession of explosives and weapons, and could face 25 years in prison if convicted on the most serious charge. "Hate crimes are attacks against the whole of society, not just the individuals or groups targeted," Hynes said. "These crimes will be prosecuted to the fullest extent of the law."

    At the same time, Hynes announced the arrest of a second suspect, Pavel Andreenko, in an unrelated case involving the painting of swastikas in the Brooklyn neighborhoods of Flatbush and Sheepshead Bay last month. Andreenko was linked to the incidents through alleged phone calls he made to police and white paint found on his clothing, he said. Hynes, several rabbis and local politicians lavished praise on police for cracking the Ivanov case. The suspect had pretended to be helping police solve the vandalism incidents when, Osgood said, an alert detective noted the "H" in the word "hate" on a flier was written in Cyrillic style _ altering his status to that of suspect.

    "These two cases are emblematic of the tenacity of the department's Hate Crimes Task Force," Police Commissioner Raymond Kelly told reporters. "These are very, very difficult cases to investigate." He said the unit put 100 detectives on the Brooklyn Heights case from the start and "had the suspect in the cross-hairs" even before the Jan. 20 incident.

    "They even met his dog, because one of the incidents had occurred in a dog run," Kelly said. Lt. Mark Torre, head of the NYPD Bomb Squad, said the "improvised explosive devices," which included eight pipe bombs, were sophisticated and potentially lethal. One device was hidden inside a toy football, another was a bag of ball bearings designed to be suspended and set off by electrical current, he said. The weapons included a sniper rifle, a sawed-off shotgun, two pellet rifles, two handguns and a fake assault rifle of German design, and at least two silencers.

    Ivanov subsequently made statements implicating himself in the vandalism, police had said previously. They described him as a Bulgarian national who came to the United States 15 years ago. Adrian Lesher, the suspect's court-appointed lawyer, had said previously he was Jewish. Lesher did not return a call seeking comment on Sunday. Ivanov pleaded not guilty at an arraignment last week on charges of aggravated harassment and criminal mischief as a hate crime, as well as criminal possession of a weapon and reporting a false incident. Bail was set at $300,000 bond or $150,000 cash. Rabbi Serge Lippe, of the Brooklyn Heights Synagogue, called the Ivanov case "something of a nightmare, and when you see the capacity of the individual in front of you, the nightmare gets a lot worse."

    But Lippe and others said the problem was not limited to attacks on Jewish institutions. Recalling violence at college campuses, an Amish school and other sites, "we have a terrible situation in this country with regard to guns and bombs," Lippe said. "Congress and the candidates need to do something to prevent hate crimes from escalating into the deaths of scores of children, and students and innocents." "It is vital that this not be viewed just as a Jewish issue, this is a societal issue," said Michael Miller, chairman of the Jewish Community Relations Council, which includes more than 60 organizations. He called the case a message to others who might perpetrate hate crimes that "the New York police department will find you, arrest you and punish you."

    (Trenton, New Jersey) New Jersey lawmakers on Monday passed legislation to strengthen New Jersey's hate crimes and anti-school bullying laws.

    The bill was approved in the Assembly by a 65 - 10 vote. Last Thursday, the New Jersey Senate approved the bill 35 to 0. It now goes to Gov. Jon S. Corzine for his signature.

    The legislation has two key sections. The first adds "gender identity or expression" to the existing hate crime law with already covers sexuality, race and religion. It also mandates two hours of training on hate crimes for all new police officers, and offers sentencing options to judges, such as anti-hate sensitivity training for convicted defendants.

    The second part cracks down on bullying in schools, making it mandatory for schools to post on the web, and widely distribute, their anti-school bullying policies. It also creates a Commission on Bullying in Schools.

    Why Target Hatred?

    Hatred is as old as mankind. The earliest example of hatred known to man is when Cain slew his brother Abel. Despite thousands of years of evolving into the supposedly sophisticated society of today, mankind is still mired in hatred. The root cause of most human conflict comes down to hatred – hatred of another’s religion, another’s richness of lands and wealth, frequently lead to conflict and violence.

    Hate eats away at the individual, causing an infection of the person’s soul, seeping throughout the person’s consciousness until it has killed one’s spirit, robbing the person of the ability to love, to appreciate differences, to exercise logic and reason toward his fellow man (or woman). Eventually, hatred darkens the person’s heart, extinguishing the light of God’s love to the point where the person is unable to either share it or enjoy it themselves. Evil consumes the soul, consumes our love, our humanity, our intellect and sanity, leaving only a virulent hatred in its wake. At that point, evil has free reign over the person’s thoughts and actions, and the result is often violence.

    Hatred tears the fabric of society, rending the societal bonds of the brotherhood of man asunder, leaving bits and pieces scattered about like remnants of an explosion of darkness; a darkness so all consuming that it robs us of the light of growth, of understanding and peace among men.

    God loves all His children. He’s waiting for us to realize that our brothers and sisters are loved just as much as we are, and to stop squabbling like children. God expects us to grow up, to mature into reasoning, rational human beings, to realize that all men (and woman) are created equal.

    Evil gathers and thrives in darkness (Surah 113:3), where only light can fully expose and purge evil, therefore the primary purpose of targeting hatred is:

    To give light to them that sit in darkness and in the shadow of death, to guide our feet into the way of peace. (Luk 1:79)

    We must not tolerate hate crimes

    All victims of hate must be protected under federal law.

    Washington - The recent troubling controversies in Jena, La., at Columbia University, and at the University of Maryland highlight the disturbing increase in the number of violent attacks and hate-motivated incidents in schools throughout the country. The nation's schools and universities have often been battlegrounds on civil rights. After all, they lay the foundation for a civil society.

    If we silence the history of intolerance in the classroom; if we fail to discuss the brutal and peculiar institution of slavery, the lawlessness and lynching of the Jim Crow era, the horrors of the Third Reich, then our children will not truly comprehend the significance of contemporary acts of genocide, such as the atrocities in Rwanda or Darfur.

    Unfortunately, there are some who wish to undo the worthwhile progress made in recent decades to guarantee equal rights and equal protection for all – regardless of race, religion, ethnic background, gender, sexual orientation, or gender identity. There has been a sharp increase in the number of nooses sighted across the country since September. The Southern Poverty Law Center also reports a recent rise in the number of hate groups. Just last week, the FBI reported that nearly 10,000 Americans were victims of hate crimes last year, an 8 percent increase from 2005. This upward trend in the number of hate crimes may be the tip of the iceberg, since many state and local jurisdictions don't participate in the data collection. In light of these trends, it's essential to send a strong message that America will not tolerate crimes fueled by hate.

    Education is an important part of prevention, but we also need strong federal legislation to punish those who engage in hate-motivated violence and to expand federal resources available to investigate, prosecute, and prevent these vicious crimes.

    For this reason, we hope President Bush will support our efforts to enact the federal hate-crimes legislation now being considered in Congress.

    The bill passed the House of Representatives in March, and it was also approved by the Senate as an amendment to the Defense Authorization Bill in September. Both the House and Senate are expected to act upon the Defense Authorization bill before the end of the year. The next few weeks represent a historic opportunity to make this bill the law of the land.

    The Matthew Shepard Local Law Enforcement Hate Crimes Prevention Act makes clear that victims of hate crimes based on their gender, sexual orientation, disability, or gender identity should be protected under federal law.

    The legislation also updates current law by removing the outdated requirement that a victim be engaging in one of a limited number of activities, such as traveling in interstate commerce, in order for the federal government to intervene. The legislation will also amend current law to cover crimes occurring in private residences, so that the federal government can investigate and prosecute hate crimes – regardless of where they occur.

    The White House has threatened to veto this legislation, questioning Congress's constitutional authority to strengthen the federal hate crimes law. Prominent constitutional scholars disagree, because the pending legislation is clearly within the power that the Constitution grants to Congress and properly respects the principles of federalism. Claims that the bill will allow prosecutions of "hate speech" are also misleading. The act punishes violence that results in death or bodily injury, not speech. Nothing in the bill will trump any individual's right to free speech.

    We urge the president to do the right thing and sign this measure into law. In doing so, he can send an important message that all victims of hate crimes should be protected, reinforcing our founding ideals of liberty and justice for all.

    Democracy is not a plateau on which to rest. It is a series of continuous actions, and each citizen; each organization; each business; each local, state or federal government must do its part to confirm our commitment to build a truly inclusive nation. Failing to teach children the history of the struggle for civil rights is a mistake we cannot afford to make. We must also reinforce our educational efforts by enacting and enforcing tough laws against hate crimes to make clear that our country will not tolerate hate-motivated violence.

    Hate Crimes Amendment Passes Senate

    Matthew Shepard Local Law Enforcement Enhancement Act passes the Senate

    The vote was 60-39. All the Democrats voted in favor, and so did the following Republicans: John Warner, Richard Lugar, Susan Collins, Olympia Snowe, George Voinovich, Arlen Specter, Norm Coleman, Judd Gregg, and Gordon Smith (co-sponsor).

    John McCain missed the vote.

    The LLEEA enhances a 1968 hate crimes law to include violent crimes against people on the basis of their gender, sexual orientation or disability. It is not a new law, it is closing a "loophole" on an old law. It also will allow the federal government to offer resources to local police (if needed) for the investigation and prosecution of hate crimes. Not every police department has a big CSI-type laboratory, sometimes federal help is needed to solve a crime.

    “Today’s Senate vote sends a bold and unmistakable message that violent crimes committed in the name of hate must end,” said Judy and Dennis Shepard, Matthew Shepard’s parents. “The Matthew Shepard Act is an essential step to erasing hate in America and we are humbled that it bears our son’s name. It has been almost nine years since Matthew was taken from us. This bill is a fitting tribute to his memory and to all of those who have lost their lives to hate.”

    “We are especially thankful to Senator Gordon Smith (R-OR) and Senator Ted Kennedy (D-MA) for their unwavering leadership in ensuring the passage of this bill,” said Judy Shepard, Executive Director of the Matthew Shepard Foundation.

    President Bush's aides have said they will advise him to veto the bill. However, with the election coming up, and a veto bound to alienate women, people with disabilities, and homosexuals, together comprising up to 80% of the voting public (50% women, 20% PWDs, 10% homosexuals, although there's bound to be some overlap), if the President does indeed veto this, and Congress cannot muster the votes to override the veto, then the Republicans will have surrendered any chance of carrying the 2008 election, according to advocates for victims of crime, PWDs, women's advocacy groups, gay advocacy groups, social justice groups, and anti-bias groups.
